Poland's parliament has approved a landmark bill that would allow the country to borrow up to €43.7 billion (185 billion zΕ‚oty) under the EU's Security Action for Europe (SAFE) programme for defence spending.

The Sejm voted 236–199 with four abstentions. The ruling Civic Coalition and its allies pushed the bill through, while the opposition Law and Justice (PiS) party and Confederation bloc voted against.

βš”οΈ WHAT IS SAFE?

The Security Action for Europe (SAFE) programme is an EU-wide €150 billion defence financing mechanism approved by the European Council. It allows member states to take low-interest loans specifically earmarked for military procurement and defence infrastructure.

Poland's €44 billion allocation is the largest share β€” reflecting its position as NATO's eastern flank and Europe's fastest-growing military power.

PiS leader JarosΕ‚aw KaczyΕ„ski called the loans 'a surrender of sovereignty to Brussels,' arguing Poland would be shackled with decades of debt repayments. Confederation's Krzysztof Bosak warned the loans would expose Poland's defence spending to political pressure from EU institutions.

The government countered that the loans carry extremely favorable terms β€” near-zero interest rates β€” and that Poland's defence modernization cannot wait.

The bill now goes to President Karol Nawrocki for signature. The opposition-aligned president has already voiced concerns and may exercise his veto power. If vetoed, the Sejm would need a 3/5 majority to override β€” which the ruling coalition does not have.
